Public Hearing on Imarat Downtown Project in Islamabad

A Public Hearing on the establishment of Imarat Downtown (Imarat Business District – IBD) in Zone V, Islamabad, was successfully conducted on 11 August 2025 under the supervision of the Environmental Protection Agency (EPA). The session focused on addressing environmental, safety, and sustainability concerns raised by stakeholders.

Project representatives responded to queries on water and waste management, biodiversity conservation, noise control, and the implementation of adequate Health, Safety, and Environment (HSE) measures. They assured that air quality will be maintained through regular machinery maintenance, the use of sprinklers, and scheduled water spraying to reduce dust pollution. Participants suggested additional measures such as dust barriers and covering construction materials where feasible.

Regarding water supply, the proponents clarified that no groundwater will be extracted; instead, water will be transported via tanker services. Wastewater will be treated at a 5-kanal Sewage Treatment Plant (STP) in collaboration with Capital Enclave Society.

In line with sustainability commitments, the proponents announced plans to develop the largest man-made urban forest in Islamabad, with 300,000 trees already planted. This initiative aims to offset the project’s total estimated carbon emissions of 68,716.99 metric tons CO2-equivalent over the next six years — an amount projected to be reduced by more than 50% through material efficiency, with the remaining emissions absorbed by the forest.

All suggestions and commitments have been formally recorded and will be forwarded to the competent authority for consideration in the approval process. The EPA and project team expressed gratitude for public participation and reaffirmed their dedication to environmentally responsible development.
